Kyrgyz parliament approves new govt structure
The parliament of Kyrgyzstan on Tuesday approved by a majority of votes the new government structure. It was developed by the countrys Prime Minister Azim Isabekov and approved by Kyrgyz President Kurmanbek Bakiyev.
The new structure only insignificantly differs from the previous, except that the functions of a number of ministries in Kyrgyzstan will from now on be more clearly divided.
The Ministry of Energy and Fuel Resources will appear. Besides, the National Security Service will be included in the executive power composition and will be named the State Committee for National Security. The service had earlier been subordinate directly to the president.
At the suggestion of Prime Minister Isabekov, the government will now include a total of 14 ministries, five state committees and 12 state agencies.
The appointment of the heads of these structures is expected to begin in Kyrgyzstan in the coming days. Under the countrys new constitution adopted at the end of last year, the head of state with consent of the prime minister will engage in the formation of the Cabinet of Ministers.
Isabekov said earlier that despite the increased number of government divisions, the numerical strength of officials will be cut by some 20 percent.
The current Kyrgyz government composition from December 19 is only acting after the Cabinet with Felix Kulov in the head tendered resignation. The official reason was the governments intention to bring the activities of executive power bodies in line with norms of the country s new fundamental law.
At the beginning of the year, Bakiyev twice offered the candidature of Kulov to parliament to be approved as prime minister, but the lawmakers in both cases voted against him. As a result, the president had to propose Isabekovs candidature and the parliamentarians backed him.
